On September 20, the meeting of the CODISCAT (Consell de la Discapacitat de Catalunya) 
took place at the Palau de la Generalitat de Catalunya, with the presence of President Quim
Torra, the Conseller for Treball, Afers Socials i Familia Chakir El Homrani, President of the 
Cocarmi António Guillén and representatives of Down Catalunya, among others.

The Conseller explained that an commission will be created within the framework of 
Codiscat, on public policies in accordance with the principles of the UN Convention on the 
rights of persons with disabilities and as a first step in a process that will culminate in a 
National Pact that promotes policies for people with disabilities.

The Commission will be responsible for analyzing the state of Catalan policies in this area, 
the applicable legislation, as well as the social investment that is intended for people with 
disabilities. Specifically, the study will focus on the areas of competence of welfare, health, 
work, justice, education, housing, culture, business and territory.

For his part, President Torra said that it should become a tool that addresses from the 
legislative, budgetary and public policy point of view all the challenges that citizens with 
disabilities have.


New Catalonia accessibility code

In the course of his speech, El Homrani also recalled that the Government has recently 
approved the consultation prior to the processing of a decree project of the Accessibility 
Code of Catalunya. In this sense, it has highlighted the need to update the regulatory 
framework that establishes the necessary accessibility conditions for public spaces, 
buildings, means of transport, products, services and processes ofcommunication 
guarantee autonomy, equal opportunities and non-discrimination for people with disabilities.
